To shape a high qulaity neighbourhood start with the basic rules that ensure the movement system works well for pedetrians, cyclists and cars. Add the elements of connectivity and pleasure that neighbourhood residents would delight in. The future evolution of the buildings will complement this basic structure; no need to determine every detail.
