It seems to be one organization/website promoting what Wikipedia calls "New Urbanism", designing small cities which don’t require cars. There are many websites claiming "Smart Growth" is a conspiracy linked to the UN "Agenda 21" which also promotes sustainable development. So the "Smart Growth" org and UN are both promoting variations the same idea. But the UN has no ability to enforce it, only promote it.

Smart Growth has nothing to do with the UN. Read the website. It’s an agency that helps local government determine future growth and plan accordingly.

What does the UN have anything to do with this? They’re not mentioned anywhere in there, nor do you link the two. I think you misunderstand.
Smart Growth is a principle that’s based in the fact that, they don’t make land anymore, but we keep making people. In order to satisfy the demand for housing without destroying the environment completely and in order to do it as efficiently as possible, people have begun to follow Smart Growth principles. It’s not even like it’s a big government organization…smart growth is just…well, smart growth–a principle.
Hypothetical: Instead of taking 100 Acres and plopping 100 homes down with 1 acre of land a piece, they can zone it to allow 5 homes per acre–each home only getting 8500 square feet of land instead of 42,560 SF. Those same 100 homes will now only take up 20 acres, leaving up to 80% of the original parcel for farmland preservation, open space or a public use.
There’s also the prinicple of building green, and implementing new (and old alike) technologies to help sustain normal life with much less environmental impact…rainwater recapture, specialized building materials and techniques, etc.
Finally, one of the best principles of Smart Growth as I see it is the introduction and now spread of small communities called transit villages. Where I’m from, a new commuter line into a major city was just completed and towns all along the line are embracing these communities as a way to save energy and to limit their impact on the environment. They typically include all of the major necessities…grocery store, bank, pharmacy, general goods store, parking garage, etc. so that you could essentially sustain yourself in a compact area where all services and goods are only a short walk away, leaving the cars or trucks for much longer, less frequent trips.
It’s not so much a conspiracy as it is good planning.
