Ensure that there are positions available for professionals and skilled workers. Bring culture into the area. This would be things like the Shakespeare Festival, museums, galleries, outdoor performances, a civic center, etc. Plenty of stuff to do at night would be a plus. Establish an impressive school system and have a college or university nearby. Ensure that telecommunications and Internet services are widely available in the area.
