I think smart growth refers to an increase in the population of educated people.

Draw new jobs, businesses, corporations, etc. to the area. Things like medical centers, computer manufacturing plants, major corporations, would help. Ensure that there are positions available for professionals and skilled workers.

Bring culture into the area. This would be things like the Shakespeare Festival, museums, galleries, outdoor performances, a civic center, etc. Plenty of stuff to do at night would be a plus.

Establish an impressive school system and have a college or university nearby.

Ensure that telecommunications and Internet services are widely available in the area.

Ensure that the area is safe, tolerant of diversity, and that there are good neighborhoods.
