This would be a good question to ask in finance. Growth is dependent upon the laws of zoning. Companies who wish to own and operate in an area are required to have the correct zoning for that area. Many go to the government city council to request a zoning change.

Managing growth after zoning is then about regulation. How many bars can be within a certain range of a school or church? What function will a business serve in the community?

Hope this gives you some ideas to build upon.
References :
Its called a master plan, and usually involves zoning, building codes, aesthetics, street maps and sometimes some kind of subsidy like grants in aid, etc.
