Pell Grants and other giveaways are part and parcel of why tuition rose so high. Prices rose to the level the market was willing to pay. By putting so much money into the system the Universities did what was necessary to maximize their take. Higher tuition is the natural result. You completely misunderstand the dynamics that granting so much unearned income to Universities had on the price of tuition.
