The short answer is yes.
Obviously, environmental factors make a difference. Genetically smart people who are not given a proper education will appear dumb. However, since you asked this question in a biology section, you will get a biological explanation: I. Q. is not inherited by a simple dominant recessive gene combination. If this were true, people would be either very smart or very dumb; this is not the case.
Intelligence is transmitted by "polygenic inheritance." That means that there are many genes involved for this trait. This is a bit of an oversimplification but is basically how it works (all the numbers here are arbitrary): Lets say mom and dad EACH have a total of 10 genes for "smartness". Dad has 3 "smart" genes and 7 "dumb" genes giving him an I.Q. of 95. Mom has 6 "smart" genes and 5 "dumb" genes and has an I.Q. of 100.
Dad contributes his 3 smart genes to little Johnny and mom contributes her 6 smart genes. Little Johnny has 9 smart genes and has an I.Q. of 125. The son is "brighter" than either parent. It could go the other way also!
It works this way for height - Children are taller or shorter than their parents ; Skin color is also inherited in this fashion.
References :
http://en.mimi.hu/biology/polygenic_inheritance.html

intelligence is determined by many factors, both genetic and environmental. so maybe the parents pass on "dumb genes" (if they exist), but the environment (e.g. education) allows the child to become smarter.
References :
I'm going to cover two things in my answer. Number 1 is a basic genetics lesson. Let's say hypothetically (it isn't but let's just say it is) that intelligence is a recessive gene and that stupidity is a dominant gene. When parent DNA combines it goes together in pairs. So there are three possibilities :
(capital letter is dominant, lower case is recessive) :

1. XX -- This is called dominant homozygous. -- sometimes referred to as unaffected (by intelligence)
2. Xx -- This is called heterozygous -- also sometimes referred to as a carrier (of intelligence)
3. xx -- This is called recessive homozygous -- therefore the person here would be intelligent.

Parents will only pass 1 of their 2 zygotes when they reproduce, therefore if both parents are smart, it's 100% that the child would be smart. If they are both carriers the odds increase to 50% and if they are one of each the odds go down to 25% and if they either is homozygous dominant it would be impossible for the child to be smart.

HOWEVER (we're at number 2 now by the way)

This is a calculation used to figure out more simple things such as eye color, hair color, ear shape etc.

This is not how this particular trait works. Intelligence is mostly based on how the child is raised. Sure some of it is genetic but if the child is raised in a nurturing environment and is well guided in all his teachings (not just school, but how to live, how to eat etc.) The child is more likely to succeed.
References :
There are many factors that go into producing intelligent children. Environmental and Genetic. However, your focus on genetics is still plausible. Both parents would contain two copies of chromosomes from each of there parents. They may have passed a smarter copy of each chromosome to the child therefore making the child smarter than them.
References :
It is only fair to ...
It is only fair to point out that the bailouts started under Bush, and he did a lot of the things these gentlemen justly criticize President Obama for doing. The intervention in the housing market was bipartisan in a way that little legislation ever is.
