There is a growing consensus that a smart power strategy should comprise military and non-military tools to address instability and extremism. Many security threats do not lend themselves to traditional military and security approaches and the Administration and its partners must use new or underutilized civilian approaches to address these challenges more strategically. The seminar will address the following questions: How do we use and balance civilian and military assistance more strategically? How do we maintain and strengthen our development principles while building our civilian-military cooperation? The seminar will also discuss what distinguishes military and civilian assistance from different perspectives.

I am in graduate school and my best friend and I share many friends in the same program. However over the past few months I have noticed odd behavior from her that I think might be jealousy and its bothering me I dont know what to do. I can not be her friend completley because we do a lot of class projects together but I need a tactful way to deal with her.
Examples of what she has done:
*If someone compliments my photo that she took she will say oh (Elle) is not that pretty in person , she just looks that way in the photo because I touched it up.
* When I get good grades she says I only get them because I am lucky and the teachers like me…..and she says I know you cant be that smart.
* Asked me if my eyebrows were fake because they look too nice and why dont her eyebrows look like that ( I am spanish she is asian we have different eyebrow growths…that was my explanation.)
*She also has started dressing like me? HELP Please
you might want to talk to her about it. The things she said was very rude and uncalled for. IF she REALLY was your friend, she would support you, not put you down.

First off let me say that I need someone who is funny and who I can laugh with, bottom line. Now how do I put this without sounding vain, I am an actor in college, around pretty girls a lot and I’m considered very good looking by most people. So I aim for pretty girls, now this has caused me issues because I tended to not go for the less pretty girls, rather just see them as friends. But I was the geek in high school and didn’t hit my growth spurt till grade 11 so I know what it’s like to be the undesirable skinny kid. I’m in college, and you might say girls every where! Yes, but I am super busy and don’t know how to meet girls from other programs!!! Some guys say my expectations are too high cause I want a girl like Carrie Underwood, and not in a fantasy but I’m looking for that girl, pretty, sweet, funny and smart. I’ve met these girls, THEY EXIST, but they always have boyfriends. Anyway am I looking for a needle in a hay stack, or looking in the wrong place, or just wrong and vain and need to check myself and settle for what’s around. By the way I’m still waiting for the right girl to loose my you know what.. so I’m officially pathetic as well. Kinda desperate for some info. Any answers? Opinions?

No, you don’t come off as vain in my opinion at all! There’s absolutely nothing wrong with having an IDEA of the qualities you want in a person so long as you keep that as a loose idea. Life is funny. Sometimes people come into your life that you might never expect to connect with but that, if you’re open to it, you might be surprised. Don’t let your ideas of what you want box you into ONLY being aware of one type of person. If you do that, you might miss out on someone who is amazing. The physical aspect is something you really can’t help. People are attracted to different types for different reasons. Some men like brunettes and that’s what they tend to date. That’s fine. Preferences are fine. But like I said, just be open to life’s possibilities.
To me, it sounds like you’re focusing way too hard on this. College is a time of self-discovery and having fun. Don’t weigh yourself down trying to analyze things so much. You’re attracted to what you’re attracted to period – don’t apologize for your taste in women! I will say this: keep in mind that a woman isn’t a balance sheet. It’s great to have a mental list of the qualities you want. But sit down & think about what the characteristics are that are real deal-breakers. For instance, for me, being a person of integrity & character is non-negotiable. I want to be with a man that I know will be honest & behave like a gentleman no matter if I’m watching or not. I happened to have married someone like that! You need to decide what YOUR non-negotiables are and no, it shouldnt’ be hair color!
My main advice to you sweetie is just to be open to whatever life puts in your path. At the end of the day, every experience helps teach us something….even the negative experiences. So don’t sweat it.

As you may recall, Smart Business Development and Test on the IBM Cloud was launched in June as a US-only, invitation-based Technology Preview. The system has matured substantially since then, and as a beta is now publicly available in over 100 countries. This number is expected to double by the end of the year.
The beta is now powered by the same code base that we’re offering to internal IBM users. The beta also features IBM Software Delivery Services (SDS). SDS is designed to accelerate development and test cycles, and allow users to enjoy the benefits of the cloud directly from their application development and test environments. Images of key pre-configured IBM Software products (such as DB2, WebSphere, Informix, and Rational) are included in SDS, allowing users to experience these products with one mouse click, eliminating the need to download, install, configure and manage them.

…people are flat-out stupid?
It seems to me that if the “the average Joe” actually does knows the true definition of the word “Progressive”, “Conservatives are telling ‘them’ that Conservatives stand opposed to everything they hold closest to their hearts – Development, Growth, Advancement and Improvement . Thus… for all intents and purposes, telling the average Joe; “Don’t vote for me, we have nothing in common.” How “smart” (politically or otherwise) is that?
If the average Joe has no clue to the TRUE definition of the word “Progressive”; is ‘this’ a reflection of the un-funded “No Child Left Behind” program?
Conservative first say that "government is broken".
Then they say "change is bad".
It is only logical to assume that they want government to stay broken.
im going to try to keep it short, so forgive me if it runs together. i started college when i was 17. i went for about 2 years, had a son, went back, found out i was pregnant, and stopped again to have my 2nd son. after my 2nd son i went part time for 2 years and full time for 1. i was/ am going for nursing. i failed a class by 3 points which put me out of the ADN program. after that we lost our house and i was diagnosed with cervical caner. i had surgery to take care of it. we have had the car repoed. i just had another scare with a growth in my mouth, thought it was cancer. i had that removed and further tests shows that it wasnt cancer and a recent pap smear says that the cervical cancer hasnt come back. so now we are renting a place and my husband is working a full time job. we just bought a van. i have my oldest son in school and my youngest at home. i am trying to decide if i should try to go back to school, i am 4 classes away from becoming an LPN. but my worry now is my kids. i have someone that says that they will get my son from the bus stop everyday, and keep my youngest as well. but im concerned about their comitment to that. im scared that if i start back they will not keep their comitment and i will have to quit AGAIN!! i want to go back and finish but i wonder if now is the right time, but then again will there always be something to make me say that now isnt the right time. PLEASE help me decide what to do. Thanks in advance, and please no smart comments that will make me feel bad about thinking about doing this.
Yes, you should go back. Get your LPN, and then go directly for your RN. I’ve heard that they may phase out LPN’s soon. But you could get your LPN and then go to an online school for your RN so you won’t have to worry about the scheduling with your son. Try offering this person money to keep your sons. Go to church, make some friends, ask for help. Go back to school, it will be worth it.
